Get another opinion. If you don't know another certified mechanic in your area, contact Suzuki USA and they will tell you.
There is absolutely no way you could have put enough wear on a carb in only 1300 miles to require a re-build. It sounds to me like someone is trying to gouge you for unnecessary repairs. Maybe you should let them know you're a lawyer. Tell them you specialize in fraudulent repair litigation.
